The IDFC FIRST HPCL Power+ is a focused HPCL fuel card. The card itself earns 30X reward points (~5%) on HPCL fuel, capped at 2,400 points (₹600) a statement cycle on up to ₹12,000 of fuel spend, and adds a RuPay/UPI dimension that makes it more useful day-to-day than most fuel co-brands — for a ₹499 fee that waives at ₹1.5 lakh of annual spend. HPCL's own HP Pay app pays a further ~1.5% in Happy Coins (up to 600 coins a month on ₹10,000 of app spend) — HPCL's separate loyalty currency, not the card's points. Alongside fuel it earns 30X on grocery, utilities and FASTag, with 1 domestic lounge visit a quarter (gated on ₹20,000/month spend) and a welcome benefit worth about ₹2,500. Booking through the IDFC FIRST app also earns accelerated travel points (26.67% on hotels, 13.33% on flights) — portal rates we deliberately keep out of our scoring baseline. The concern Fuel rewards cap at 2,400 points (₹600) a cycle — about ₹12,000 of fuel spend — and the extra ~1.5% requires routing through HPCL's HP Pay app. Over-cap and non-HPCL fuel spend earn far less than the headline.
The bottom line
On cost-to-value, Power+ leads the pack among HPCL fuel cards: roughly 5% back on fuel from the card alone, on top of what HPCL's separate HP Pay app offers, a RuPay/UPI bonus that extends its usefulness past the pump, an easily waived low fee, and roadside assistance built in. For regular HPCL customers, the decision is straightforward — just keep the per-cycle caps in mind.

Fair-usage fees on heavy FASTag and railway spends
No FASTag or railway spend fee → 1% fee above ₹10,000 FASTag or ₹25,000 railway per cycle
FASTag recharges (MCC 4784) above ₹10,000 in a billing cycle now attract a 1% fee on the whole cycle's FASTag amount, and railway spends (MCC 4111, 4112) above ₹25,000 do the same. FASTag is one of this card's three accelerated categories, so the heaviest users of a headline benefit are the ones charged for it.

Whole cycle's reward points forfeited if minimum due is missed
Points accrued regardless of payment behaviour → No points for any cycle where the minimum amount due is unpaid by the due date
From 18 January 2026, failing to pay at least the Minimum Amount Due by the payment due date voids reward points for that entire billing cycle, and any points already posted for it are reversed. One missed minimum payment now costs a full cycle of fuel earning on top of the interest and late fee.

IDFC raised accelerated HPCL fuel earning from 24X to 30X and lifted the ceiling from 1,600 to 2,400 reward points (₹400 → ₹600) a statement cycle, with eligible fuel spend rising from ₹10,000 to ₹12,000 per cycle. Read alone this is a clear gain — but it landed in the same notice that withdrew the fuel-surcharge waiver, and IDFC's own wording is that the waiver's value was folded into this richer fuel-rewards category rather than added on top.

The 1% fuel-surcharge waiver was removed outright, IDFC's stated reasoning being that the equivalent value is now included in the enlarged fuel-rewards category. For a fuel card this is the structurally important change of the batch: the saving stops being an automatic waiver on every fuel transaction and instead has to be earned as capped reward points, so spend beyond the ₹12,000 per-cycle fuel ceiling now carries the surcharge with no offset.

Rent 1% of transaction value; no utility fee on personal use → Rent 1% subject to a ₹249 minimum per transaction; utility 1% above ₹20,000/cycle
The rent/property-management surcharge (MCC 6513) kept its 1% rate but gained a ₹249 minimum per transaction, which bites hardest on small rent payments. Separately, utility spends above ₹20,000 in a billing cycle were reclassified as commercial use and now attract a 1% fee; personal-use utility spend below that threshold stays free.

UPI spends stopped inheriting the underlying category rate and moved to a flat 3X with no cap. Genuinely lateral: uncapping helps broad everyday UPI use, but fuel is now excluded from the UPI rate, so RuPay-on-UPI fuel payments no longer earn on that rail and must rely on the fuel-rewards category instead.

IDFC FIRST Bank, HPCL and RuPay launched the co-branded FIRST Power and FIRST Power+ fuel cards together on 31 March 2023. Power+ was the ₹499 (joining and annual, waived at ₹1.5 lakh annual spend) upper variant: accelerated reward points on HPCL fuel spends of up to ₹10,000 per statement cycle, a 1% fuel-surcharge waiver, reward points on grocery, utility and IDFC FIRST FASTag, UPI earning on a RuPay rail, and 1 complimentary domestic lounge visit a quarter on ₹5,000 of monthly spend. Headline saving of up to 6.5% on fuel required routing payment through the HP Pay app, which layered HPCL's own 1.5% cashback on top of the card's reward points.
